چکیده

Our contemporary world faced new challenges with new shapes and features. The transformation of old terrorism into a new form of terrorism-is known as “New Terrorism”- is one of the most important debates of the contemporary political and security literature. Some scholars believe that the evolution of terrorism represents continuity rather than change; and some other emphasize on advent of the new terrorism. Terrorism as a main threat to international security presents completely different challenges than the traditional state-to-state security threats. This article argues that the new global security, significantly, has been affected by transformation in the nature of war and transition from the old terrorism to the new terrorism. Hence, this paper tries to explain the nature of terrorism, and discusses some of the issues that distinguish the “new” terrorism from the “old” terrorism as one of the major challenges to the international security.
